Full allocation in the ETV licence pool: Feliu Bbellapart secures 100% of the licences requested by its clients
Holiday rentals have become firmly established as a particularly significant form of tourist accommodation in our islands. For many property owners, they represent a means of generating income from their homes during periods in which they are not used for personal purposes, within an activity that—due to its economic and social impact—is subject to increasingly stringent regulation.
In Mallorca, in order to market a property as Tourist accommodation (ETV), it is not sufficient for the property to meet certain planning requirements; it is also necessary to hold the corresponding tourist accommodation licences and to comply with all other requirements set out under tourism regulations.

For many years, obtaining tourist accommodation licences was considerably easier. However, regulatory developments have led to an increasingly restrictive framework, in which the maximum number of available licences has been capped and the creation of new licences has been prevented. Precisely in order to provide an opportunity for new owners, the Consell de Mallorca has established temporary licence acquisition pools, supplied by licences that have been withdrawn or returned to the Administration. This mechanism allows for their reallocation without increasing the overall supply of tourist accommodation.
In this context, last March saw the opening of the first temporary pool for the acquisition of tourist accommodation licences in Mallorca. FELIU BELLAPART ABOGADOS (litigation department led by Miguel Feliu Bordoy y Pedro Feliu Venturelli, in collaboration with fellow lawyer Miquel Mayor Estrades) participated on behalf of several clients. The high number of applications submitted—exceeding the number of licences available—made it necessary to hold a draw, which took place on 8 June 2026. The outcome has been entirely favourable for our clients, who have obtained 100% of the ETV licences requested.
In a context of limited supply, holding tourist accommodation licences constitutes a key differentiating factor that may increase the market value of a property and enhance its profitability potential.
